Luxury waterfront address Palm Jebel Ali has taken the coveted title of Dubai’s most in-demand billionaire neighbourhood, leading the charge in the AED 20 million (£4m/ $US 5.45m) bracket and overtaking the emirate’s original ultra-luxury address, Palm Jumeirah.

Palm Jebel Ali’s ascent marks a structural shift in Dubai’s ultra-prime market — from brand-led prestige to scale, waterfront scarcity, and long-horizon capital preservation.
- Designed to be bigger and bolder than Palm Jumeirah, Palm Jebel Ali represents one of the most ambitious developments ever undertaken in Dubai.
- Palm Jebel Ali luxury homes are now the premier choice for Dubai’s billionaire buyers, accounting for 21% of all transactions over AED 20 million in 2025.
- Beachfront villas are one of the best-performing asset classes as the coastline becomes increasingly sparse and the emirate’s high-net-worth population grows.
- Once Dubai’s hottest address, glamorous Palm Jumeirah was the third most popular luxury destination for wealthy buyers as the destination’s brand heat cools.
- Billionaire buyer interests are recalibrating towards trophy assets that can deliver genuine lifestyle and long-term value as developers pivot beyond the glossy brochure towards developments designed to hold UHNW attention beyond novelty and badge. Wellness, community infrastructure, and credible cultural positioning win out in 2026.
- This concentration of AED 20 million sales on Palm Jebel Ali matters less for volume and more for signalling, showing where ultra-prime liquidity is forming ahead of the next price-discovery phase.
Dubai’s ultra-high-net-worth (UHNW) investors, buoyed by a strong market performance in 2025, are pivoting towards a new ultra-prime address on Palm Jebel Ali, which has de-throned luxury stalwart Palm Jumeirah, according to research released by Dubai brokerage Penthouse.ae
Palm Jebel Ali - Dubai’s premier super prime real estate address in 2026

Demonstrating UHNW appetite for super prime real estate in the emirate, a total of 2,489 homes sold for more than AED 20 million (£4m/ $US 5.45m), with Palm Jebel Ali emerging as the strongest-performing address in 2025.
The Oasis by Emaar, Dubai’s elite luxury villa community, ranked second, captured 12% of the ultra-luxury market with 307 transactions, while Palm Jumeirah – long regarded as Dubai’s original ultra-prime address and Dubai’s symbol of innovation bravado – scored third with 273 transactions.
A total of 517 ultra-luxury homes were sold in the area – 21% of all transactions above AED 20 million – more than any other location in Dubai in the top-end price range.
Last year, five villas priced from AED 143 million (£28m) were sold by Dubai brokers Penthouse.ae, signalling strong UHNW investor appeal as the preferred luxury waterfront address delivering genuine lifestyle value, privacy and long-term capital growth – increasingly important buyer objectives in a crowded and expanding ultra-luxury marketplace.
This concentration of AED 20m sales matters less for volume and more for signalling, showing where ultra-prime liquidity is forming ahead of the next price-discovery phase.

The realtor noted that in 2025, Palm Jumeirah was Dubai’s leading, well-established destination for occupation ready ultra-luxury homes, appealing to the estimated 9,800 of the high-net-worth individuals projected to have moved to the UAE in 2025.
However, destinations such as Palm Jebel Ali led on off-plan sales as investors seek future returns and confidence in long-term values.
“Ultra-high-net-worth clients are increasingly drawn to large-scale, waterfront-led master developments such as Palm Jebel Ali and The Oasis, while established destinations like Palm Jumeirah continue to command strong demand for ready, best-in-class homes,” Marcus Andersson, Head of Luxury Sales at Penthouse.ae and Off Plan at Metropolitan Premium Properties, was quoted by Arabian Business.

A standout development in the delivery pipeline includes Palm Central Private Residences, a new sell-out, resort-style landmark launched by Nakheel offering five-bedroom apartments and signature penthouses with private pools falling in the prime and super prime category.

Palm Jebel Ali - a multi-developer blueprint
Designed to be significantly larger than Palm Jumeirah, Palm Jebel Ali will feature miles of pristine beachfronts, luxury villas, branded residences, hospitality offerings, and leisure and retail destinations.
Early phases of Palm Jebel Ali’s development have already attracted strong demand, particularly from high-net-worth buyers seeking private beachfront homes, considered to be trophy assets as Dubai’s coastline becomes increasingly cluttered.
This has reinforced confidence in the long-term capital appreciation potential of value-adding Palm Jebel Ali as forward-thinking investors seek trophy assets with built-in rarity factors as the sheen wears off cookie-cutter luxury new homes.

Although built by Nakheel, the luxury waterfront destination’s development is gaining momentum and is shared among a handful of top-end developers, providing variety in build-out and moving away from being masterplanned by a single developer.
Instead, plot-level diversification is shaping Palm Jebel Ali’s distinct waterfront community, with a fresh injection of high-end stock announced by Aldar Properties this week.
The Abu-Dhabi developer will begin construction on a premium luxury waterfront development and will include branded and non-branded homes with direct beach access, with sales expected to begin in 2027.

The realtor’s data also revealed that the villas class accounted for the majority of transactions in the prime real estate category, followed by apartments in waterfront and branded developments.
European buyers were the most active group, followed by Asian investors, highlighting Dubai’s global appeal.
